PHILIPPINES: Divorce bill to be revived? Right now no divorce allowed only annulment

PHILIPPINES: Is divorce to once again be part of the Manila’s civil code? Right now, only Muslim Filipinos can get a divorce in the Philippines. The only way for non-Muslims to currently end a failed marriage in the Philippines is through annulment and that is very tough to do because parties must prove grounds and the only grounds is “psychological incapacity.”
The Catholic Church is against this proposition but it seems that Filipinos need the release and they are “clamoring” for a law to be passed. The proposed change would change the laws to a “fault” based scheme. No “irreconcilable differences” or unilateral divorces.  At least, not yet.
